Pumping Apparatus Engineer

Under general supervision of the captain provides safe response of fire apparatus to fire an emergency medical services (EMS) calls for service and for the effective operation of pumper, and other specialty fire apparatus at emergencies and routine assignments. The operation on pumpers requires constant alertness and observation to ensure maintenance of proper pressure requirements in accordance with safe operating principles.

Employees of this classification must make sound tactical decisions to provide for the safety, accountability, and rescue of firefighters. This generally includes attack line placement, Rapid Intervention Crew (RIT) strategy, water supply and pump pressure management for various applications simultaneously, and tracking firefighting personnel.

The Engineers work includes actively participating in EMS, public education, training, and physical fitness programs. Employees are required to be able to be a relief officer oh a higher rank and, when assigned, are responsible for the management of all company programs and the supervision of assigned fire companies and equipment at the scene of the incident until relieved of command by an officer of equal or higher rank. Some Engineers are assigned to work on special assignments, which call for special abilities and knowledge attained through experience and training.

Duties

Essential duties are a broad overview of the position expectations and are not intended to be an exhaustive list of skills or responsibilities. The summary of skills is intended to provide a generalized job description and what it takes from the employee to perform it. Above the generalized list of duties, the employee is responsible for all other duties as assigned by the rank of captain or above.

  1. Drives a fire engine, ladder truck or special fire apparatus to and from incidents and routine assignments.
  2. Regulates water pressure from a pumper at fires in accordance with principles of hydraulics.
  3. Positions apparatus at a fire to gain the safest and most expeditious access to the building.
  4. Lays and connects hose of various diameter using an array of techniques.
  5. Raises and positions ladders at scenes.
  6. Manages logistical needs of water supply and resources.
  7. Uses chemical extinguishers, bars, hooks, lines, and other equipment at fire incidents.
  8. Moves and/or covers furnishings, removes smoke, and performs other salvage and overhaul operations to minimize property damage.
  9. Direct Rapid Intervention Teams for rescue of firefighters as assigned.
  10. Accounts for and tracks personnel at all incidents.
  11. Quickly identifies and addresses critical incident safety hazards.
  12. Communicates effectively with command and personnel, with the ability to convey unusual, unsafe or various dynamics of the incident.
  13. Applies risk management principles to tactical situations.
  14. Serves as a safety officer, observing and proactively intervening for fire company safety.
  15. Trains firefighters in the responsibilities of the Engineer position for effective progression in the move up chain.
  16. Attends classes as necessary in firefighting, EMS, and related duties to ensure that minimum company standards are maintained and current.
  17. Participates in physical fitness.
  18. Maintains reliable and consistent attendance.
  19. All other duties as assigned.

Minimum Qualifications

Two (2) years’ experience as a firefighter with a full time department

High School Diploma

NREMT – EMT; Paramedic (preferred)

IFSAC Firefighter 1&2 or equivalent

IFSAC Pumping Apparatus Driver Operator certification or equivalent

Arizona class D Driver’s License

ICS 100, 200, 700, 800

Preferred/Desirable

Associates Degree in fire science, public administration or other related field

ICS 300, 400

Leadership in Supervision series or equivalent

Wildland FFT2

Any combination of education, training and experience which provides required requisite knowledge, skills, and abilities for this position, may be substituted for evaluation at the discretion of the Director/Fire Chief

Required knowledge, skills and abilities:

Knowledge of:

  1. Triage, treatment and patient transport protocols.
  2. Standing orders and off line medical direction.
  3. Advanced Life Support Procedures.
  4. Medical terminology.
  5. Department goals and objectives.
  6. Techniques and methods of fire suppression.
  7. All ALS related equipment necessary accomplish to job functions.
  8. Some knowledge of hazardous materials relative to fire suppression.
  9. Incident Command Systems.
  10. Hydraulics and their application to the operation of fire apparatus.
  11. The Geographical layout of streets, addresses, and hydrant locations.
  12. Building construction.
  13. Laws regulating fire apparatus.

Ability to:

  1. Follow both written and oral direction or communication.
  2. Communicate in a written and verbal manner.
  3. Exercise appropriate safety tactics in firefighting and medical emergencies.
  4. Handle high levels of personal stress and maintain composure under a variety of adverse conditions.
  5. Respond to, analyze and mitigate hazards pertaining to life safety and property conservation
  6. Utilize power tools of a hydraulic, electronic and pneumatic nature
  7. Utilize personal protective equipment including, but not limited to firefighting ensemble, self contained breathing apparatus; medical personal protective equipment including, gloves, goggles, gowns or other barrier devices.
  8. Operate various tools and equipment necessary to firefighting and medical functions.
  9. Operate a computer for essential department tasks.
  10. Operate heavy motor vehicle equipment at maximum efficiency with knowledge of mechanical and physical limitation of the equipment.
  11. Understand the effects of fire involvement and spread as its related to rescue of firefighters.
  12. Identify critical incident scene safety factors and address them accordingly
  13. Understand and operate within the Incident Command System

Performance Aptitude:

Physical abilities: Frequently sits, talks, hears and stands for potentially extended periods of time. Walks and uses hands to manipulate, handle and operate objects, tools, or controls. Reaches with hands and arms. Occasionally climbs or balances, stoops, kneels, crouches, and crawls. Employee is required to have near vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Employee must be able to move independently up to 50 pounds, pull objects weighing 40 pounds or more and will frequently lift objects in excess of 100 pounds

Equipment, Machinery, Tools and Materials: Tasks require the ability to operate computers, basic office equipment, telephone, two way radios, measuring devices, MDT, power tools, hand tools, chain saws, shovels, brooms, ladders, exhaust fans. Position also requires the ability to operate a car, truck, fire apparatus, ambulance, patient restraints, first aid equipment, oxygen, electronic testing equipment, medical equipment, and patient lifting devices. Furthermore, the position requires employee to utilize breathing apparatus, hearing and eye protection, firefighting clothing and hazardous chemical clothing.

Environmental Factors: Some work is performed in a fire station environment but responds to emergencies and is subject to potential personal danger.  Exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, explosives, firearms, water hazards, violence, disease and pathogenic substances.  Exposure to hazardous conditions such as mechanical, electrical, chemical, burns, explosives, heights, physical injury, and fast moving vehicles.  Exposure to toxic fumes, irritants, particulates, biological (infectious) and non-biological hazards, and/or heated gases, despite the use of personal protective ensembles and SCBA.  Unpredictable emergency requirements for prolonged periods of extreme physical exertion without benefit of warm-up, scheduled rest periods, meals, access to medication(s), or hydration. Employee may frequently experience interruption in sleep, meals and/or other activities
