ABOUT THE ROLE
Construction Health and Safety Manager is responsible for implementing the “construction” H&S program in conjunction with all relevant stakeholders, in particular the “construction” team, in order to develop a genuine H&S culture and meet the Group’s H&S objectives, in compliance with all applicable regulations and as part of a continuous improvement process.
RESPONSIBILITIES
Governance :
- Participate in the definition and formalization of the H&S “construction” program;
- Implement all the components of the H&S “construction” program (meetings, processes, procedures, reports, KPIs, specifications, etc.) by involving and coordinating all the stakeholders concerned: Data4 employees and in particular the “construction” team, prime contractor or general contractor, H&S third-party, contractors, etc.;
- Define the H&S third-party (organization, audits, reports, KPIs, etc.) in conjunction with the construction team, then supervise and monitor its successful completion;
- Work closely with the H&S Manager “operations & Fit Out” on interfaces between “construction”, “Fit Out” and “operations”, H&S awareness actions, etc.;
- Work closely with counterparts in other countries where the Group operates, sharing H&S best practices;
- Report to the Head of QHSE & Sustainable Development on the implementation of the H&S program and alert him to any difficulties encountered, so that we can work together to find solutions.
Terrain :
- Manage or ensure the implementation of H&S awareness campaigns;
- Ensure that risk analyses relating to High Risk Activities (HRA) are carried out and that related preventive measures are integrated into the appropriate documents (MOPs, instructions, etc.) by all stakeholders concerned;
- Carry out H&S audits on construction sites;
- Assign green/yellow/red cards if necessary;
- Manage or ensure the formalization and implementation of all H&S action plans;
- Perform Root Cause Analysis (RCA) for workplace accidents;
- Formalize or ensure formalization of procedures, instructions, posters, etc. H&S.
Administrative :
- Participate in H&S regulatory monitoring and ensure compliance with all H&S regulatory requirements;
- Manage H&S dashboards and KPIs (creation, maintenance, etc.);
- Manage the H&S database to ensure the proper organization, availability, relevance and completeness of all necessary H&S documents;
- Help improve H&S tools;
- Propose H&S training programs and appropriate PPE for Data4 employees, taking into account the risks identified;
- Help prepare the OPEX and CAPEX files needed to implement H&S action plans;
- Participate in reviews and construction of the annual H&S budget;
- Act as the H&S contact for regulatory bodies;
- To be the H&S contact person “representing and defending” Data4’s position vis-à-vis customers and contractors.
REQUIREMENTS
Education and experience
- Engineer profile or equivalent Bac + 5 ;
- H&S training.
- At least 10 years’ experience in managing an H&S approach on a site where a variety of technical activities take place relating to the construction of industrial buildings with co-activity between several companies, ideally in the data center sector.
Technical skills
- Ability to identify, understand and implement regulatory requirements for H&S components;
- Supervision of service providers ;
- Knowledge and practice of audits ;
- Knowledge and practice of analysis and continuous improvement tools: FMEA, 5M, cause trees, PDCA, etc;
- Participation in projects and knowledge of related methodology;
- English essential.
