Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.
The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. Western Balkans Program
In the Western Balkans, ICMP has supported regional cooperation in the search for the missing; it has worked effectively to foster the development and cooperation of civil society organizations with one another and with governments and local authorities in the region. It has pioneered the application of state-of-the-art DNA and advanced database informatics to locate and identify large numbers of missing persons. To date, more than 70 percent of the estimated 40,000 persons reported missing at the end of the fighting in the Western Balkans have been accounted for. ICMP’s Western Balkans Program continues to provide assistance to countries in the region to account for approximately 12,000 persons who are still missing from the conflict in the 1990s.
Under the overall guidance and supervision of the Finance and Administration Manager, and working in close coordination with the Program leads, the Finance and Administration Coordinator’s duties and responsibilities will include, but will not necessarily be limited to, the following:
Supervision, responsibility and Support:
- Responsible for the Finance and Administration portfolio in Ukraine and WB, providing guidance, setting objectives, and conducting regular performance appraisals of direct reports.
- Ensure that the Finance and Administration Officers maintain accurate financial records, adhere to ICMP policies, and meet donor requirements.
- Assist the Finance and Administration Officers in resolving complex financial and administrative issues in coordination with the Finance and Administration Manager.
Financial Management:
- Oversee the implementation of financial policies and procedures by the Finance and Administration Officers, ensuring alignment with ICMP standards and donor requirements.
- Monitor and review the financial reporting from Ukraine and WB, ensuring accuracy, completeness, and timely submission.
- Supervise the coordination and preparation of budget proposals and revisions, providing support to the Finance and Administration Officers.
- Supervise the preparation of financial reports for program staff and donors (including forecasts).
- Lead on donor financial reporting to related projects and internal monthly financial reporting
- Implement and monitor internal controls in Ukraine and WB to mitigate financial risks, in coordination with the Finance and Administration Manager.
- Supervise the cash and credit card closing and reconciliation.
- Supervise the update of the financial trackers and reporting schedules for donors and internal reporting.
- Ensure compliance with financial regulations and policies, identifying and addressing any potential weaknesses.
- Coordinate and supervise audits related to the programs supervised.
- Support FAM in developing and operationalizing systems and approaches to efficiently manage financial resources.
Administrative Support
- Provide oversight and support in the procurement processes managed by the Finance and Administration Officers, ensuring compliance with ICMP Procurement Policy.
- Coordinate with the Officers to ensure that administrative processes, including travel management and asset management, are effectively implemented.
- Maintain oversight of contracts and contractors to ensure services are delivered in alignment with current and future program needs.
- Perform other related duties as assigned.
Requirements
- A Bachelor degree in financial management, business administration, or a related field is required.
- A professional finance or supply chain designation (e.g., CIMA) is preferred.
- Minimum of five years of relevant professional experience.
- Previous experience working in finance and administrative functions.
- Knowledge of financial and administrative policies and procedures.
- Previous experience working within international organizations.
- Previous experience supporting field-based teams.
- Accounting, procurement, including reporting.
- Strong analytical and writing skills.
- Attentional to detail and the ability to work under deadlines.
Other Requirements
- Professional fluency in written and spoken English, and Bosnian/Croatian/Serbian or Ukranian.
- Proficiency in Microsoft applications, including Word, Access, Excel, Power Point, Outlook and Teams
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender
- Ability to travel between two offices Sarajevo/Kyiv
- Ability to work flexible hours including weekends and evenings, if requested in advance
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner
Benefits
This is a full-time position for a one-year contract. Extension of the contract will be subject to performance and available funding. The position has a competitive base salary at LES 7 level of the ICMP Western Balkans or Ukraine salary scale, generous paid leave and extensive health insurance benefits for the incumbent. The candidate can be either based in Sarajevo or in Kyiv. The selected candidate will be paid according to the applicable salary scale.
This position is not eligible for expatriate benefits and allowances.
