About the job:

Whitaker Construction, founded in 1953, has over 70 years of experience in the heavy civil and underground utility construction industry. Whitaker, an ESOP (Employee Stock Ownership Plan) company, has become one of the largest contractors in the intermountain area with more than 600 employees and nearly 70 crews. We perform sanitary sewer, storm drain, culinary water, irrigation, earthwork, roadway construction, dams, landfills, natural gas pipelines, industrial piping, and telecommunication projects primarily in Utah, Idaho, Nevada, Wyoming, Colorado, and Oregon.

Job Summary:

The Project Engineer is responsible for monitoring activities for assigned construction sites/jobs. Inspects construction site daily and works with vendors to schedule deliveries, and to ensure that materials are delivered on time. Responsible for reviewing specifications or drawings and ensuring that construction progresses as scheduled and contract specifications are adhered to. Works to ensure that all state, federal, and industry codes or specifications are followed. Also reports to management any deviations and works on corrections.  This position reports to the Project Manager.

  • Provide technical support and direction to Foreman, Superintendent, and Project Manager regarding project material controls including delivery dates, construction schedules and design requirements to ensure additional costs are minimized.
  • Engage in pre-construction meeting(s) (internal and external). Thoroughly understand the scope of the project, identify the project participants, keep updated contact information, and ensure a consistent cadence for communicating with the project team.
  • Thoroughly understand job scope and job specifications to ensure accuracy in construction methods. Respond to field inquiries concerning project plans etc.
  • Maintain control of all project documents/folder and installation records.
  • Create, manage, and track RFI’s from the field to the Engineer of record.
  • Coordinates and maintains special inspection documentation for the project(s).
  • Create and ensure compliance with all regulations to include Storm Water Pollution Prevention Plan/Notice of Intent and all other required permitting and compliance documents.
  • Responsible for submittals received from subcontractors. Provide submittals to the Engineer(s)Project Owners(s) for approval.  Ensure the scope of work meets the plans and specifications.
  • Facilitates project change order management process to include, change order creation, change order negotiation between Project Manager and Owner.
  • Maintain and distribute project plans/revisions to field and subcontracted personnel.
  • Update project schedules. Submit weekly budget projections in collaboration with the project manager and job accountant.
  • Assist Project Accountant/PM with monthly subcontractor billings, pay applications, budgets, and forecasting job costs.
  • Provide regular updates and stats relative to materials/quantities etc. Help ensure the scorecard per job is accurate and up to date.
  • Maintain regular communication related project progress, which include taking meeting minutes, agenda creation, communicating to vendors and suppliers, responding to e-mails, and writing progress reports to the project team.
  • Creating and distributing project closeout material, O&M manuals, and redlines to owner once project is complete.
  • Assists the project team with site safety documentation and coordination.
  • Other duties as assigned.

Skills and Qualifications:

        • Bachelor’s Degree in Construction Management or Civil Engineering, or other related discipline, or the equivalent combination of education and experience.
        • 3-5 years prior construction site work experience is a plus.  Specific experience in earthwork and/or utility construction is preferred.
        • Knowledge of field concepts, practices, and procedures related to commercial construction.
        • Strong organizational and time management skills.
        • Excellent written and verbal communication skills with all levels from client, management, to workers and sub-contractors.
        • Ability to understand plans and specifications.
        • Attention to detail and ability to recognize and correct discrepancies.
        • Strong work ethic and willingness to do whatever it takes to get the job done.
        • Ability to work effectively in a team environment, as well as being able to work independently.
        • Proficient with Microsoft Word, Excel, Outlook, etc.
        • Utilize Viewpoint, Primavera P6 scheduling software, Bid2Win, etc.
        • Valid driver’s license and reliable transportation to get to and from work.

        • Able and willing to work long hours including day, night, weekend shifts as needed, and work outside of normal hours.

        • Ability to travel to project sites that are typically within a 2-hour radius of the home office.
        • Able to work in outside environments being subjected to weather changes, noise, vibrations, and job hazards.
