Workforce Development Program Director Job Description
Today’s employment market provides the opportunity to get living wage jobs, but many
need new skills to take advantage of this opportunity. Through the ECDC Trade
School, they will have ready access to gaining those skills and the support they need to get and keep jobs. In addition, the Trade School will offer many opportunities for people in the workforce to upskill and move up a career ladder. The tuition these learners pay will provide a steady revenue stream to support the Trade School and the services ECDC provides to those with greater needs.
Workforce Development Program Director Position
The Workforce Development Program Director will develop, facilitate, and supervise training programs for workforce development learners. A successful candidate would be a workforce development professional with 5+ years of experience in this field. As a workforce development professional, this position requires an acute understanding of the economic and political environment of the region. Demonstrates knowledge of federal, state, and local workforce development programs, funding guidelines, workforce development codes, and Department of Education trade school requirements.
- Develops, facilitates, and supervises training programs for workforce development
- Assesses the needs of employers and facilitates a wide variety of training programs that enhance the effectiveness or competencies of the workforce.
- Develops additional training programs in accordance with local industry needs.
- Builds partnerships and collaborations with other local organizations to provide ECDC learners the opportunity to participate in advanced training programs such as IT, Medical Billing and Coding, and Project Management.
- Applies for and attains Trade School Status from the Department of Education on behalf of ECDC.
- Develops individualized and group training programs that address specific needs.
- Plans, designs, and develops lesson plans and course materials and instructs learners when necessary.
- Meets an acceptable rate of placement and retention of learners.
- Establishes cognitive and affective learning objectives.
- Develops training manuals that target tangible results.
- Implements training materials, assures fidelity in implementation and conducts student evaluation.
- Represents CBCDC’s Eastside Career Development Center at local and regional job fairs.
- Attends and makes presentations on the Eastside Career Development Center to neighborhood and community associations and organizations.
- Oversees the operations of certification and credentialing programs.
- Supervises instructors and other employees within the Workforce Development Program.
- Supervises interns of the CBCDC’s internship program.
- Coordinates with other CBCDC managers to determine areas that need attention
- Administers new training plans and practices for the organization.
- Generates and increases revenue by identifying and applying for foundation grants, public resources,
- Marketing and expanding enrollment for in-person and online training courses.
Credentials
- A bachelor’s degree in a related field is required.
- A master’s degree is preferred.
- Certified Workforce Development Professional Certification is preferred.
Salary and Benefits
Potential for bonuses with revenue increases. This position is currently grant-funded with the expectation that the Workforce Development Program Director will lead ECDC into developing a new funding model based on revenue from enrollees, fiscal sponsorships, and support from targeted industries that benefit from ECDC graduates.

Central Baptist CDC is a recognized 501(c)3 corporation in Wilmington, Delaware. The residents of the communities that we serve, Wilmington’s Eastside, Northeast, and Southbridge neighborhoods, suffer from disproportionately high unemployment rates (9% of those who are in the labor force), and many of who have dropped out of the labor force altogether (46% of the population over 16). Central Baptist CDC has had a solid track record of providing soft skills, hard skills, and case management that prepares people to get and keep jobs since 2015. To best serve our communities, we have determined that we need a greatly expanded ability to serve residents with in-person and online training, certifications, and credentialing while continuing the essential soft skills and case management assistance based on the core values of the National Association of Social Workers, applicable to case managers who are not trained as social workers. Such core values as providing high-quality, individualized service plans to those in need of a life change, establishing rapport, demonstrating authentic, human relationships with trainees, honoring participants’ dignity and worth demonstrating belief in their capabilities to achieve their goals. Without the Trade School designation, we are severely limited in the types of training we can provide and the intensive case management required for the participants/trainees/ we seek to benefit.
The mission of our Eastside Career Development Center’s (ECDC) Trade School will be to address the issues of unemployment, underemployment, poverty, and lack of opportunity in our BIPOC community. Among Eastside residents over 16, 46.2% are not in the workforce – some by choice or disability, but many have simply given up hope of getting a decent job. Among the 53.8% who are in the labor force, 9% are unemployed.
